Russian Ministry of communication and mass communications prepared the project “Electronic region” to set the vector of “electronic government” development in Russia, Minister of communication and mass communications RF Igor Shegolev reported to the international conference “Regional informatization – strategic projects”.
The main goals of the project are the rise of public management efficiency and the move of regional and municipal services to the electronic format. As Russian Government hopes, citizens of the country must have the possibility to submit applications for obtaining 70 kinds of prior public services in electronic forms already in 2010.
The project will be put into reality in three stages. At the first stage systematic projecting, determination of the pilot projects and elaboration of individual projects on introduction of “electronic government” will be realized. At the second stage the public services will be turned to the electronic format and the third state presumes working up of ready-made solutions on the base of the results obtained, the news-service of Russian Ministry of communication and mass communications reports.
As Igor Shegolev mentioned, “everything will be done by the regions with assistance of the federal center in the proportions, determined by the Budget Code”.
Republic of Bashkortostan already made the step towards electronic services. Thus, within the frames of introduction of electronic document circulation the press, publishing and polygraphy department under Government RB purchased 1200 workplaces for protection of documentation with the help of the software “CRYPTO TRI”.
