The ombudsman will be the guarantor of child rights protection in Bashkortostan
At today’s 19th gathering of State Council RB the draft bill “The ombudsman for child rights in Republic of Bashkortostan” was passed in the first reading. The appearance of the bill is the result of the alterations, introduced to Bashkortostan’s Constitution in July 2009, anticipating the competences of State Council RB on appointment of the ombudsman for child rights in the Republic and the competences of President RB on introduction of his candidature. The provision of the guarantees of child rights and liberties protection by state authority RB, local self-government bodies and their functionaries is the main goal of the alterations.
The person at the age of at least 35, possessing certain public authority and having higher professional education and work experience in sphere of child rights and liberties protection, can be appointed the ombudsman for child rights.
Protection of rights, liberties and legitimate interests of the children-orphans, children, left without parental care and other children, found in a difficult situation, is considered the prior direction in activity of the ombudsman for child rights.
The ombudsman for child rights has to send the annual report concerning observation and protection of child rights, liberties and legitimate interests in Republic of Bashkortostan to President of Bashkortostan and to the State Council RB. The ombudsman for child rights is appointed to this post by the State Council RB by the introduction of President RB for the term of five years.
