The problem of ownerless pesticides utilization demands urgent solution
The utilization of pesticides, which keeping time is expired or which are prohibited for usage on the territory of the Republic, remains one of the main ecological problems of the region and it is peculiar for many Russian regions. In a whole about 20 thousand tons of such pesticides are accumulated all over the country. The problem of their collection, transportation and utilization has become the subject of discussion at the meeting of the scientific-technical council under Ministry of nature management and ecology RB.
Long-term storage of overdue and prohibited pesticides in disturbed package and in unadapted storehouses leads to pollution of the environment and soils and water first of all. Stable organic compounds, chlorine-organic compounds and high-toxic pesticides are especially dangerous.
The plan of actions for utilization of pesticides with expired keeping time and prohibited for usage, accumulated on the territory of Bashkortostan, was made in 2007. It is meant for 2007-2012. Although certain measures in this direction are undertaken, the situation remains very alarming and the reasons are different. One of such reasons is bankruptcy and liquidation of agricultural enterprises. As a result, the chemicals, used by them in the past, appear ownerless and the responsibility for their storage is imposed on municipal administrations, but these administrations often have neither means for utilization nor the possibilities for the safe storage.
Regional budgets allocate the finances for transportations of these chemicals. It is clear that if the farmings and enterprises are responsible for the pesticides, found on their balance, and the budget is responsible for transportation of the ownerless chemicals, the number of such chemical start growing up. Besides, the exact information about the number of such chemicals on local territories is absent. Generally speaking the utilization of pesticides is rather complicated and expensive business, so the approach to the choice of such companies, ready to utilize the chemicals, has to be very careful in order to avoid the problems, like in Tatarstan. The Ministry of Tatarstan’s nature management and ecology announced the tender for transportation of pesticides from its territory and the company, which offered the most attractive price, was chosen the executor. But instead of burying the pesticides on the special site, the company transported it to the territory of Bashkortostan, to the town of Oktyabrsky and stored it in a hangar. FSS, Russian Agency for Health and Consumer Rights and law-enforcement bodies RB were involved in the investigation and as a result Tatarstan had to announce the tender again to transport the chemicals already from the territory of Bashkortostan.
According to the deputy Minister of nature management and ecology RB Olga Lazdina the executor has to have the license for transportation of the pesticides on the territory of every region, through which the transportation path runs.
On total complexity 180,237 tons of pesticides and pest-killers, subject to utilization, was collected on the territory RB in 2006-2009.
Since it is necessary to liquidate rather large volumes of chemicals it is offered to use the standing capacities of JSC “HIMPROM” but this offer has to be thoroughly investigated first both from ecological and economical positions.
