The 20th anniversary of the children’s rights Convention will be marked on November
The world community will celebrate the 20th anniversary of the children’s rights Convention, approved by the United Nations Organization General Assembly, in November. At the conference of the Russian Children Fund, held in Moscow, the statement, devoted to this important date, was announced.
It is said in the statement the Russian Children Fund grasps the 20th anniversary of the children’s rights Convention as a remarkable event, able to influence upon the constructive solution of the children’s question in our country, upon formation of younger generations, able to continue the best traditions of their nation and to become really worthy citizens of our Motherland. The children’ rights Convention should become the strategic foundation in activity of state and non-state organizations, all levels of authority and public society institutes. The historical value of this international legal document is that it determines the right of children for education, the use of the achievements of culture by them, the right for rest and leisure and other services for children, rendered by the states – the members of the UNO, said in the statement.
“The children’s rights Convention is the first and the main international and legal document, in which the rights of a kid were considered at the level of the international law” – the chairman of the Children’s Fund RB Nina Fedyanina says – “This understanding has to become an inseparable part of both state and civil thinking for all people, working in the sphere of childhood”.
The Declaration of children’s rights, having been passed in 1959, was laid in the base of the Convention. The Declaration formulated the principles, determining the actions of all those officials and specialists, responsible for realization of the children’s rights. By the 20th anniversary of the children’s rights Declaration the UNO has declared 1979 the International Kid Day. In commemoration of this event several legal initiatives were advanced, including the project of the children’s rights Convention. The work over the Convention’s project text was running during ten years and was over in 1989. The process of signing the Convention and its ratification started in 1990. In 1996 it was decided to celebrate November 20 – the day of adoption of the Convention’s text by the UNO – as the Children’s Rights Day.
As the everyday practice shows the current situation in sphere of childhood can’t but cause the trouble in spite of all undertaken measures and in this connection the Russian Children’s Fund suggests that the Commission on children’s rights should be established under the President of Russian Federation. Taking into account the fact that in 2010 the international decade of culture of peace and non-violence in the interests of all children of the planet, announced by the UNO, will be over, the Russian Children’s Fund offers UNICEF joint initiation of holding the international decade of childhood protection in 2011-2020 before the UNO.
The Children’s Fund RB intends to date the whole package of measures, united by the Good Deeds Week, to the 20th anniversary of the Convention.
