The Plenipotentiary of Russian President in Volga federal district Gregory Rapota and the Ombudsman for children under President of Russian Federation Alexei Golovan have discussed the stages and mechanisms on establishment of the network of ombudsmen for children in the regions of Volga federal district on October 20 in Moscow.
Establishment of such institute in every Russian region is the task, set by President of the country, so Gregory Rapota and Alexei Golovan have agreed that they will jointly help regional authorities in this activity.
The special model law on ombudsmen for children is passed in the country and this law will allow making necessary regional legislative base for the regional ombudsmen. The ombudsmen in the regions have not just to protect the rights of children but contribute to solution of their social and everyday problems.
Gregory Rapota and Alexei Golovan have agreed to use the collective bodies of Volga federal district in order to solve the problems of children’s rights both at the level of the federal district and at the federal level – this body is the federal district Council, which staff includes the governors of the regions, the Law-Makers Association and the Public Council of Volga federal district.
Alexei Golovan called the project on support of children’s homes and social adaptation of the children, left without parental care, initiated by Gregory Rapota in Volga federal district in 2009, “the unconditionally very actual and useful task”.
