The meeting of the Governmental commission on regional development

On October 20 President of Bashkortostan Murtaza Rakhimov has taken part in the meeting of the Governmental commission on regional development in the city of Kaluga. The meeting was held by the Chairman of Russian Government Vladimir Putin. Participants of the meeting were discussing the questions of efficiency of executive power bodies in Russian regions.

Vladimir Putin extracted the spheres of education, health protection, housing-communal services and making the conditions for development of economics, growth of gross regional product and opening of new workplaces as the “key zones of responsibility”. As he said, the majority of Russian regions have achieved positive results in these spheres in 2008.

At the same time in his opinion some regions are too slow in introduction of new systems of labor payments for budget employees. Several regions haven’t yet started per capita funding of education institutions. Some problems still exist in the sphere of housing-communal services and in housing building. Vladimir Putin called the governors to raise efficiency of budget institutions, to introduce modern methods of financing and to liquidate the excessive administrative barriers.

Talking about federal support the Chairman of Russian Government has mentioned the volume of financial backing for Russian regions will exceed 1,1 billion rubles in 2010.

Russian Minister of regional development Viktor Basargin has taken the floor with the main report about development of Russian regions. Minister of health protection and social development RF Tatiana Golikova and Minister of education and science RF Andre Fursenko have also made the reports.

President of Bashkortostan Murtaza Rakhimov underscored the rise of efficiency of executive power bodies became of paramount importance for today. At the same time he called the existing system of evaluation of efficiency of Russian regions “too complicated and bulky”. As he said, the list of assessments of almost 300 indices is too wide and at that some assessment don’ take the local peculiarities of the regions into account. “Unfortunately there are the problems, which solution doesn’t always depend on local authorities” – Murtaza Rakhimov mentioned.

President of Bashkortostan supported the proposal of Vladimir Putin to liquidate the excessive administrative barriers. Many representatives of federal supervisory bodies are found in Russian regions and their functions are often doubled. The existing fragmentation in activities of regional and federal authorities doesn’t contribute to effectiveness of the anti-crisis measures.

According to Murtaza Rakhimov Vladimir Putin has positively estimated the economic and social development in Bashkortostan.

“On the background of other Russian regions the indices of Bashkortostan look much better” – the head of our Republic said.
