Constantine Tolkatchev: Bashkortostan makes heavy endowment to formation of Russian state system
“The events of 90s last century, which proved the beginning of formation of a new stage in development of federalism in Russia, were enriched with our experience of creation of the Republican state relations. This experience can be righteously considered a heavy endowment of Bashkortostan to formation of modern Russian state system” – chairman of State Council RB Constantine Tolkatchev stated, speaking at the plenary session of the international scientific-practical conference “Actual issues of juridical science and practice development in modern conditions”, held in the House of State Council RB.
Constantine Tolkatchev introduced his report, dedicated to the theme of Russian state system and problems of civil society’s development. According to him the norms of the law and the state, civil society and political institutes play special role in all public reforms and in totality these elements determine the positive dynamics of state system.
“The understanding that if we fail to activate all opportunities of the state and the law as well as the whole potential of Russian civil society then the reforms will hardly be successful steadily matures in our society” – Constantine Tolkatchev underscored.
Therefore the questions concerning the role of the state in his relations with individuals and the society, the questions about status of the state and individuals and citizens as the subjects of the political and lawful life turn out to be especially urgent, he said.
In conclusion of his report Constantine Tolkatchev accentuated the attention of the conference’s participants on the fact that construction of the state mechanism, able to provide one of the basics of the constitutional system in Russia from one side and making the system of active influence of citizens upon the institutes of public society through the state from the other side are the main strategic goals in development of modern Russian state system.
