The explanation of putting the all-Russian population census-2010 off is just one: the financial crisis

Russian sociological and demographic science and the organizations, working up the programs of Russian society’s social-economic development will bear losses because of putting the all-Russian population census off from 2010 on 2013. This opinion sounded at the conference in RIAN. The deputy director of Russian Statistics Committee Alexander Surinov mentioned that partial replacement of the census with current accounts will cause the faults.

Specialists think that because of putting the census off we’ll face the losses in the manpower, engaged in the census, along with the losses in reliability of the assessments, so necessary for demographers. 2013 falls on the “demographic pit” and further shortage of able-bodied population is expected. The cost of manpower will rise, so the expenses will rise too.

“Putting the census off means the losses for the organizations, working up the social-economic policy, because they’ll face the shortage of actual data” – the deputy director of the Independent Social Policy Institute Oksana Sinyavskaya supposes. In this connection the tendency to regard census not as a source of incomes but as the source of investments becomes rather popular abroad.

As Alexander Surinov said, the explanation of putting the all-Russian population census-2010 off is only one — the economic crisis. At present time the project of the decree, in which it is planned to appoint the census on October 2013, is found under consideration.

About two billion rubles of 18, planned to spend for holding the census, are already spent. 11 billion rubles was planned to be spent in 2010 and this money should be mainly spent for salaries of the typists.
