Government RB inspects readiness of the Republic for winter period

The housing fund is fully ready for the heating season and all municipalities have proved it. Urban schools, hospitals and infant pre-school education are already warmed up.

The readiness of power-engineering objects and housing-communal services for work in the autumn-winter period was considered on Monday at the regular meeting of Government RB under the chairmanship of Prime-Minister of Government RB Rail Sarbaev. The second question of the agenda was the fulfillment of the Republican addressed program on capital repair of tenements and resettlement of citizens from slum dwelling in 2009-2010.Bashkir budget allocated 200 million rubles more than in 2008 for fulfillment of the pre-winter arrangements. The final sum makes 1,7 billion rubles. 399 million rubles were taken from the centralized sources and more than 1, 36 billion – from the municipal funds and funds of housing-communal services.

The state of housing-communal infrastructure becomes better but it is too early to talk about cardinal changes. Depreciation of engineering services still remains very high. “The wear of boiler-houses makes 40%, heating systems-56%, water supply systems – 57%, collecting systems – 61% and electrical networks – 50%” – Minister of housing-communal services RB German Asadullin reported.

As for the programs of capital repair and resettlement of people from the slum dwelling not everything looks good too. “7,3 billion rubles was allocated by the budget. 2,5 billion rubles is taken from the Fund for assistance to reformation of housing-communal services on the terms of co-funding and other 300 million rubles were the means of housing owners” – Rail Sarbaev said – “Therefore the overall sum of expenses made more than 10 billion rubles”. The Prime-Minister underscored that the requirements on assimilation of the allocated means become tougher. Thus, the repair of roofs, facades and heating systems has to be completed before October 1 and the rest of the works – till December 12. In accordance with the alterations in the federal law N185, the means, which were not used by the scheduled date, have to be recalled and the order of reimbursement is already approved.

“The current state of things arouses certain anxiety” – the Prime-Minister stated.
