Replacement of foreign medicines by their home analogues will help to save billions of roubles. That is what general director of Association of Russian pharmaceutical manufacturers (ARPM) Victor Dmitriev told about at the round table "The policy of import substitution in domestic pharmaceutical industry and carrying-out of the PNM program (Provision of necessary medications): on the threshold of auctions for 2010".

We remind that the round table took place in "Bashinform" news agency on the initiative of ARPM. Bashkortostan became the second region where such event was held, and it is no mere chance. According to M-r Dmitriev, Bashkortostan is not only one of the leaders in social and economic development but a region known for its pharmaceutical industry. That is why the question brought to discussion is topical for our republic.

The experts affirm that the share of Russian medications in state purchase is insignificant — all over the country, state purchase of domestic medications comes to 4.5% in money equivalent. However, Russian medicines are no worse than foreign ones.

The fact that the program of import substitution is making no progress for the time being can be explained by a number of factors. Russian pharmaceutical industry is only beginning to grow, whereas the west giants can afford huge budgets for promotion of their medicines. At the same time, representatives of federal authorities suppose that in regions the situation is not analysed and that regions do not seek to buy home medications. Round table's participants agreed that the home pharmaceutical manufacturer needs help.

According to Minister of health Andrey Evsyukov, owing to a set of measures undertaken by republican authorities to stabilize situation with prises, the cost of medications lowered. A resolution regulating prices for medications and medical products was adopted as an anti-crisis measure. This document fixed the maximum wholesale and retail price mark up at the rate of 20% and 35%, respectively.

According to the head of territorial administration of Federal Service for the supervision of public health Salavat Dautov, the problem of import substitution can be solved if registration of home-produced medications is simplified and normative legal base is created. Victor Dmitriev agrees with him, he considers that existing law is an obstacle in the way of local manufacture. However, it is possible to influence this process only by introduction of legislative initiatives because this sphere is regulated by federal legislation.

Participants of the round table agreed that without preference for domestic manufacturer the development of Russian pharmaceutical industry is impossible. Meanwhile, 80% of immense sums allocated for provision of medicines go to budgets of foreign countries. And at a rough estimate, purchase of home medications instead of foreign ones can save us annually 400 million dollars.
