The aspects of inter-budget relations development have become the key ones in the course of the work meeting of the deputy Chairman of Government RF, Minister of finances RF Alexei Kudrin with Prime-Minister of Government RB Rail Sarbaev in Moscow.
The innovations in Russian legislation substantially cut the revenues of the regional budget and introduced additional financial obligations so the aspects of inter-budget relations held the first place in the list of the questions, being under discussion. In the course of the meeting it was marked the parameters of the revenue and the supply of the Republican budget-2010 would be specified in the nearest future.
The after-effects of the drought were also discussed at the meeting. Because of the drought the crops in Bashkortostan have suffered on the area 652,6 thousand hectares and the total damage sum makes up 7,4 billion rubles.
Republican agrarians have taken 4,5 billion rubles on short-term credits on this year and the returning of these credits was presumed due to sales of grain and cattle. But the drought drove many of them into a corner, as Rail Sarbaev explained to Alexei Kudrin. The existing insurance system is able to cover just a small share of the losses, caused by the drought.
Republican Government rendered assistance to agrarians at the rate of 250 million rubles. But this is not enough and the decision concerning allocation of the budget credit at the rate of more than 2 billion rubles on reparation of a part of losses is required now.
After that Prime-Minister of Government RB introduced the programs for complex development of mono-cities, worked up in the Republic, to Ministry of regional development of Russia. The first such program in Russia on the town of Kumertau is found at the final stage of elaboration. Here the start of new high-tech manufacturing of import-substituting products is planned. The most comfortable conditions for business undertakings will be offered here and all that is called to give a new impulse to local economics.
