Two universities of Bashkortostan claim to the status of research institute
Two higher educational institutions of Bashkortostan claim to the status of a national research university. These are the Bashkir State University and the Ufa State Aviation Technical University.
The expert committee allowed 110 out 136 applications addressed to Ministry of education and science RF for participation in the competition.
According to the press-service of Ministry of education, there is going to be an examination of applications made by independent experts. Two experts will examine each application using a specially elaborated method. They will make an expert report and assessment of each application, which will help to form participants' rating. On the second committee meeting, which is going to take place at the end of September, they will make a short list of 20-30 best applications and after discussion decide on the winning universities by means of secret vote. The winners will get financing of their development programs for 2009-2018 at the total amount of 18 billion roubles.
The committee chairman, Minister of education and science RF, Andrey Fursenko noted that "this competition's aim is to financial and status support of Russian universities introducing innovation development programs, aimed at profound researches and at integration of science and education". Minister mentioned that there would be rather few winners — around 10 universities.
We remind that the competition for development programs of universities, which are given the status of "national research university", started on August 1. It is an open competition. RF Universities, implementing higher educational and postgraduate vocational programs as well as making fundamental and applied scientific researches in a wide range of disciplines, can participate in it.
The winners of the competition will be chosen on the basis of criteria, approved by the Government regulation dated by July 13, 2009. The status "national research university" is granted by RF Government for the term of 10 years. After the estimation of program realization efficiency a university may be deprived of this status.
