About four dozens of Russian cities – from Saint-Petersburg to Vladivostok – are presented at the all-Russian conference “Geo-informational technologies in municipal management”, opened in Ufa today. This is already the third forum in Russia. The first two similar forums have taken place in Volgograd and Cherepovets. It is organized by the all-Russian GIS-Association (Moscow) and by the municipal unitary enterprise “Architectural-planning bureau” under Ufa administration architecture and town planning department.
The usage of geo-informational technologies is considered at the forum as one of the most important directions in development of municipal management. Information lies in the base of any activity and completeness of the data and convenience of data handling are the half of success. Municipal management as well as the state management in a whole deals with the great file of information and modern solutions and technologies are called to structure this data. Participants of the conference consider first of all the problems on making the informational systems for provision of town-planning activity and municipal land and property relations management. One of the main problems here is that the federal law “Geodesy and cartography” hasn’t underwent any serious changes for a long time and now it needs serious correction. For example, strict delimitation of tasks for different branches of power is absent in the law and as a result many functions are doubled. The unified spatial data system is absent in the country and it is too difficult to get access to already available information. As a result, the repeated mapping is done on one and the same object and it means extra expenses often from one and the same source of financing.
Making the unified all-Russian spatial data system is very expensive and hard business but the absence of such system costs turns out much more expensive. In future there will be three level of information storage in the country: the federal spatial databank, the databanks in Russian regions and databanks in municipalities.
Geo-informational systems can be widely used in very different spheres: defense and security, navigation, in cadastral works, investment activity, ecology and nature management, territorial planning and town-planning zoning.
According to estimations of the GIS-Association Ufa accumulated the most progressive experience in this sphere in Russia.
