Men in Bashkiria may begin to receive paternal capital
UFA, 15 November 2019. /Bashinform News Agency/ translated by Tatiana Aksyutina/.
In Bashkiria, it is planned to introduce paternal capital at the birth of the third child.
The Public Chamber of Bashkortostan will hold a public discussion of the project. It is planned to discuss the project before the end of the year and forward the decision to the Public Chamber of Russia.
Currently, families at birth or adoption of a second and subsequent child can count on state support in the form of maternal (family) capital. It is assumed that the paternal capital should be paid at the birth of the third child. It will supplement maternity capital and will be paid provided that all children are born and raised in the same family, and the parents are in an officially registered marriage. The initiative was introduced by the Deputy Chairman of the Commission of the Public Chamber of the Russian Federation for the support of the family, motherhood, and childhood Sergey Rybalchenko. The bill is intended to improve the demographic situation and provide additional material support to large families. It is planned that the new payment will be valid since 2020. The Russians would send this money to buy housing or to build or improve a house, to get higher education for children, and to buy a car, according to a survey organized by the Public Chamber of Russia.
Most Russian families supported the idea of introducing federal paternal capital in the country.
