The composition of the Public Oversight Commissions (POC), which monitor the observance of the rights of prisoners, will change completely in 44 regions of Russia, including Moscow. This was announced at a press conference at TASS by the secretary of the Public Chamber of the Russian Federation Valery Fadeev.
“POCs will have a new composition in 44 regions of Russia, including in Moscow and St. Petersburg. On July 19, the start of the nomination procedure will be announced, a corresponding announcement will be made in the Rossiyskaya Gazeta,” said Fadeev. The commission can include from five to 40 people.
As Fadeev clarified, a procedure for nominating candidates to the oversight commissions will finish in October, after which the Council of the Public Chamber will vote for new members of the POC.
He urged citizens to be nominated more actively to oversight commissions.
“In a word, we urge people not from the penitentiary system to participate in the POCs. Let it be civilian activists, teachers, doctors. This will make the work of the commissions more efficient, ”said Fadeev.
In Bashkiria, the regional Public Oversight Commission is headed by Oleg Galin, deputy chairman of the Public Chamber of Bashkortostan. He took the initiative to amend the federal law regulating the activities of public monitoring commissions. If these amendments are adopted, members of the commission will be able to verify and ensure human rights observance in places of detention. He announced his proposal at a round-table at the exit meeting of the Presidential Council for the Development of Civil Society and Human Rights in Ufa at the end of March this year.
