The joint event of the Federal Penitentiary Service of Russia and the administration of the penitentiary institutions of the French Republic discussed re-socialization issues of convicts. The parties exchanged experience, shared existing problematic and controversial issues, reviewed the interaction of the penitentiary system and public monitoring commissions.
“The Federal Service for the Execution of Punishments is interested in foreign experience of keeping convicts in correctional institutions and their further re-socialization, as well as probation measures to be used. That is why we are participating with great interest in the projects of the Council of Europe on the exchange of penitentiary statistics. Following this work the annual review of the Council of Europe was published on this issue, where a large amount of data on the Russian Federation was presented, said the Interim Director of the Federal Penitentiary Service of Russia Anatoly Rudy. “It is very pleasant that European colleagues noted a significant decrease in the number of convicts and the absence of overcrowdedness in Russian correctional institutions, which were achieved due to the humanization of criminal legislation and the expansion of alternative to imprisonment forms of punishment”.
The participants of the international round table were unanimous that the public control assisted in improving the living conditions of suspects, accused and convicts, in resolving issues on the better provision of medical assistance and employment of convicts, which was an essential factor in the resocialization of convicts after release.
The event was attended by Anatoly Rudy, representatives of the penitentiary institutions of the French Republic, heads of structural units of the Federal Penitentiary Service of Russia, heads of territorial bodies of the penitentiary system and chairmen of public monitoring commissions.
The sides thanked each other for joint fruitful cooperation and the opportunity for honest and objective communication, the press service of the regional FPS reported.
