Vladimir Putin supported proposals of Konstantin Tolkachev on preferential mortgage development

The Chairman of the State Assembly of Bashkortostan Konstantin Tolkachev at a meeting of Russian President Vladimir Putin and Russian legislators members of the Council in the Tauride Palace in St. Petersburg announced a number of proposals for the development of the system of preferential mortgages for families with children. The Speaker of the Bashkir Parliament said that in the regions there were certain difficulties with its implementation.
Banks deny families to transfer to a preferential mortgage rate at the birth of their second child due to the “deterioration in the quality of the borrower” since the income is now divided into four family members, not three. According to Konstantin Tolkachev, most of these refusals are completely unjustified.
"Since the preferential mortgage stated as a state measure of support to families, and the protection against unreasonable bank refusals should be ensured by the state".
The Chairman of the State Assembly of Bashkortostan asked the Russian President to instruct the Central Bank, which has territorial divisions in each region, to assist in resolving this issue.
“A similar practice exists in France, Great Britain, Ireland, and Germany,” said Konstantin Tolkachev. “We also believe that the issue of non-use by banks penalties for late mortgage payments against the deceived co-investors requires a speedy solution. Besides, there is a proposal to consider the possibility of applying mortgage benefits to families with disabled children. ”
Vladimir Putin supported the proposals announced by Konstantin Tolkachev. He instructed the First Deputy Prime Minister of Russia Anton Siluanov to consider the designated issue and report back to him after returning to Moscow.
