Bashkortostan Parliament Speaker spoke about reasons for economic crimes increase in Russia

A meeting of the Commission of the Russian Legislators Council on Legislative Support of National Security and Anti-Corruption was held in the Tauride Palace of St. Petersburg. The Commission is headed by the Speaker of the Bashkortostan’s Parliament, Konstantin Tolkachev, and he conducted a meeting at which problems of current legislation and law enforcement practice in the field of combating economic crimes were considered.
Konstantin Tolkachev stressed that the designated category of crimes was one of the most common in Russia.
“The most frequent are such types of criminal acts as pseudo-entrepreneurship, unlawful banking, misappropriation of loans, smuggling, money laundering,” said Konstantin Tolkachev. The Chairman of the Parliament of Bashkortostan noted that the observed increase in the number of economic crimes in Russia was caused by a number of political, economic and legal reasons.
The main report on the designated topic on the example of the Republic of Dagestan was made by the Chairman of the Committee of the Federation Council on Defense and Security, the former Commander-in-Chief of the Russian Aerospace Force Viktor Bondarev.
During the meeting, the Commission also considered the role of the Federal Law “On Combating Corruption” in adopting legislation acts at the federal and regional levels.
Having marked the high degree of threat that corruption poses to national security, Konstantin Tolkachev outlined constant monitoring of the anti-corruption legislation implementation as one of the primary mechanisms for effectively combating this negative phenomenon.
“We have repeatedly carried out such monitoring in all 85 constituent entities of the Russian Federation on separate anti-corruption legal acts,” said the Chairman of the State Assembly RB.
According to the Speaker, corruption is also often fueled by substandard legislation.
“One of the important distinguishing features of corruption-related legislation is the existence of rules allowing for their arbitrary interpretation,” said Konstantin Tolkachev. “In this regard, one of the systematic measures to overcome corruption is the effective examination of regulatory legal acts to identify provisions that promote corruption in them”.
Today, Konstantin Tolkachev will also take part in a meeting of the Presidium of the Council of Legislators, a plenary meeting of the Council of Legislators and a meeting of parliamentarians with Vladimir Putin, the press service of the State Assembly RB reports.
