A development of habilitation in the republic — a complex of medical and educational activities that prevent the development of disability in young children was discussed in Ufa. An innovative habilitation center for children with cerebral palsy and other diseases “Lyubimy Malysh” has been working in this area for already two years in Bashkortostan. It was founded by a neonatologist Fayruza Latypova. The center was visited by the wife of the Acting Head of Bashkortostan Karine Khabirova, the adviser to the RGSU Rustem Akhmadinurov and the deputy from Krasnogorsk Vera Ivanova, who was in the republic to exchange experience.
During the two years of work of the “Lyubimy Malysh” center, 300 infants at risk group underwent a course of the infant medical care here. These are babies who, after birth, were in intensive care departments, had artificial lung ventilation for a long time, had various complications, hypoxia and brain damage. It was managed to prevent the development of various pathologies and eliminate disability in more than 100 babies. Infants receive the comprehensive assistance of a psychologist, speech therapist, osteopath. They undergo physiotherapy, massage, gymnastics, and ergotherapy. All these measures allow restoring up to 50% of functions.
The “Osobennye Deti” (Special Children) charitable foundation operates at the center. Some children receive treatment here for free with the funds of the grants won. The Institute of Habilitation has been recently opened — five experienced and qualified teachers of Bashkir State Medical University teach the skills of providing infant medical care to the specialists from rehabilitation centers of the republic. Thus, three teams of physicians from the cities of Beloretsk, Kumertau, and Neftekamsk took courses with the funds from the tender won by the Ministry of Labor.
At the meeting, the leadership of the Demsky district of the capital expressed an intention to implement a pilot project to develop habilitation in its territory. In the near future, the habilitation system should operate in the Beloretsk district of Bashkortostan, Fayruza Latypova said:
“We should work out now a strategy for the development of infant medical care and habilitation in the republic. This is a new direction for Russia. In our center, for the first time in the country, the European model of habilitation has been introduced, which has proved its effectiveness throughout the world”.
