State Duma will consider initiative on "oil" money payments to Russians

The bill has been submitted to the State Duma on distribution of a portion of the federal budget's revenues from minerals extraction among working Russians and pensioners. MPs from the Communist Party of the Russian Federation (CPRF) introduced such an initiative. The amount of guaranteed income, according to the initiative, will not be fixed. In the first year, payments should be 20% and increase every year by 2%, Izvestia reports.
"In case of the timely adoption of the draft federal law, every citizen who qualifies for the criteria specified in the bill has an opportunity to receive about 10 thousand rubles in 2018," the authors of the idea explained.
Citizens, who have been employed for more than nine months, and pensioners with at least five years' working experience will be entitled to receiving such payments. The deputies of the Communist Party believe that the adoption of the law will avoid the growth of parasitic lifestyle and will stimulate citizens to officially get a job.
The Government has already given a negative conclusion to the project, noting that the funds coming to the federal budget are spent on ensuring the rights, freedoms and benefits of citizens.
Earlier, the CPRF deputies proposed to cancel the New Year holidays for Russians. The Government also did not approve the initiative. Yesterday the calendar of holidays and days off for 2018 was published.
